Chapter Five: Mugshots and Profiles
In this chapter, we present to you a selection of heroes and villains for you to use in your games. Each profile contains everything you need to know in order to play them straight away, from their game stats to hints on how to properly roleplay them.
Some of these characters are from the Dick Tracy comic strip, while others were created by us specifically for this game. The characters created for this game will have an o beside their name to designate which ones are which.
All selections are presented in alphabetical order for convenience sake.

Positive Traits:
**Head of Organization: B.B. Eyes is head of an apparently large crime ring. The most prominant leg of this ring is his bootleg tire racket. His right hand man is a big-eyed fellow who is known as Palmy.
Roleplaying Notes:
B.B. Eyes is a revenge driven man. If someone does something that enrages him, he'll go to any lengths to make them pay. This, coupled with the fact that he's very clever, makes him a highly dangerous foe. One of his biggest downfalls, however, is his penchant for putting his captured enemies in deathtraps, rather than killing them straight away.

**Quirk: The Blank feels compelled to send "grim messages" to the police when he commits a crime. He likes to "stupefy" the cops by presenting them with mysteries and clues.
Quirk: Blank always wears a mask that appears as if he has no face.
Positive Traits:
**Gadget: Whenever Blank needs to make a quick exit, he pulls out a hand-held device that emmits a thick cloud of black smoke, which obscures vision for anyone around.
Roleplaying Notes:
The Blank is a vicious killer. If someone crosses him, he will kill hem outright, without hesitation....usually in a creative, morbid way. The Blank is actually a man named Frank Redrum, an escaped convict who ran his own gang previously. The public thought he was shot to death during a prison break, but he wasn't. He's still very much among the living. Now, the Blank thinks of himself as a crime fighter, ridding the world of criminals!

**Hard Hitter: Despite his shriveled and weak appearance, Bones is quite strong and packs a mean punch.
Roleplaying Notes:
Owner and proprietor of The Living Beauty Flourist Shoppe, Bones is a recluse who wears hats and coats even indoors to conceal his naturally hideous features. In actuality, Eudy is in his early thirties, but due to a rare skin disease, he looks like he is a seventy or eighty year old man. Despising anyone too beautiful, Bones often follows such pretties home, often terrorizing them in subtle ways, not revealling to them who committed the acts. Often, he'll even go so far as to brutally murder his targets.

**Reputation: Little Face is a notorious gangster and is pretty widely recognized as such.

Roleplaying Notes:
Breathless Mahoney is a black hearted opportunist. If something stands in the way of her monetary gain, she'll eliminate it by any means necessary. And if that means killing someone, so much the better. It really doesn't matter to her. Her love of money is colossal. She will use and abuse whomever she feels could get in her way, manipulating them with deceit and lies.

**Quirk: The Brow is almost always smoking a cigarette.
**Dark Secret: The Brow is a Nazi spy. If this secret is discovered, his life will be made a whole lot more difficult.
Positive Traits:
**Gadget: The Brow has a sinister "Spike Machine". This contraption is a sturdy wooden chair with straps to restrain whoever is sitting in it. Attached to it, is a spiked leg vice with a timer mechanism. The Brow can set the timer & once time runs out, the victim's leg will be completely mangled! If used as a "motivational tool" for a captive, this grants Brow a +2 to his Charm rating when doing so.
Roleplaying Notes:
The Brow is a calm, cool and collected Nazi spy with no sense of humanity. His cruelty knows no bounds. Needless to say, he sends his underlings to do much of his work and will use the threat of his "Spike Machine" to motivate his men to succeed in their various missions.

**Hard Hitter: Bulldog takes great pride in his ability to "knock a guy loopy".
Roleplaying Notes:
Bulldog Bowens was raised in a tough area of the city, which served to make him as tough as nails. During his childhood, he aquired a passion for painting, which has remained a fixture in his personality even to this day. He is a terrific painter and can appreciate all manner of fine arts. Unfortunately, his paintings never caught on, so he turned to crime for a way to get by.

**Dark Secret: To the public, Chomps is an upstanding reporter who is fighting crime in his own way. If they were to learn that he is no less dirty than the criminals he does articles against, he'd be ruined!
Reputation: Chomps is a highly renowned reporter.
Positive Traits:
**Eidetic Memory: Chomps can remember practically everything he sees or hears!
**Minor Special Ability: Chomps has razor sharp teeth capable of ripping flesh like butter. When he uses them in combat, add +3 to his Strength for purposes of damage!
**Member of Organization: Chomps is a member of the associated press, which grants him certain priveledges unavailable to the average joe.
Roleplaying Notes:
Chomps is an ace reporter working for the City Trumpeter. He is noted as being one of the best in the field, specializing in up-close portraits of criminal activity. He sneaks his way into underworld operations and memorizes everything that happened, snapping pictures as well. Eventually, he started using the evidence to blackmail criminals. Soon enough, a big burly enforcer got his hands on Chomps and beat him up pretty badly, knocking out some of his teeth in the process. Chomps rebounded, found evidence on the criminal responsible for the attack and had him imprisoned! Now sporting damaged teeth, Chomps filed them all to a dagger-like point and uses them in self defense. Chomps isn't a terribly physical person, but he can handle himself when the going gets rough. He's a smooth talker and one hell of a liar!

**Obsession: Tracy is completely obsessed with seeing justice be done!
**Reputation: Dick Tracy's reputation always precedes him.
**Rogues Gallery: Tracy never has a dull moment.
Positive Traits:
**Gadget: Tracy uses a two-way wrist communicator to keep him in touch with headquarters and other peers.
**Lucky: Tracy often finds himself in the right place at the right time.
**Member of Organization: Tracy is a highly placed member of the Police Department.
**Tough: Dick Tracy has a knack for shrugging off wounds that would put most people down.
Roleplaying Notes:
Dick Tracy is a tough-as-nails police investigator with a grim demeanor toward criminals and their ilk. He realizes that violence isn't always necessary, but he will use lethal force if need be....which is quite often. Tracy is dedicated to the pursuit of justice and takes a dim view of any kind of criminal activity.
He's also among the most loyal people on the face of the earth and will defend his friends or co-workers at any cost. But despite it all, Dick Tracy is still human. He's not a one-dimensional crime fighting machine. He thinks, he feels, he laughs and he makes mistakes...just like all of us.

Ellie Le Eel (o)

**Obsession: Ellie is driven to destroy vessels that occupy the bay.
**Quirk: Ellie absolutely adores lakes, rivers and the oceans.
Positive Traits:
**Gadget: Ellie uses special explosive devices made for her by the underworld inventor Roland Tinker. These gadgets are roughly the size of a quarter and pack enough punch to sink a fairly large ship if positioned correctly within the ship.
**Minor Special Ability: Ellie can hold her breath for an astounding amount of time. She has completely shattered the world record, in fact. Ellies can stay under water for fifteen minutes without getting air.
Roleplaying Notes:
When Ellie was in St. Mary's School, she was an excellent swimmer, placing better by far than the closest competitor. So great did her love of the water become, that she began to hate the "unnatural" boats and ships that travelled in the Lake. This manifested itself when she started sabotaging ships, resulting in quite a few deaths. She has no love for nature itself----just the water. Definitely a disturbed soul.

Flattop

Roleplaying Notes:
Flattop's name may have been derived from an aircraft carrier, but his name is synonomous with death. He is an unfeeling killer who will sell his services to anyone wielding a solid wad of cash in his direction. But anyone dealing with Flattop had better watch out. He will turn on them in a New York sercond if it's profitable to do so. To top it all off, Flattop is remarkably resourceful and cunning.

Quirk: Epirg is a very hostile person. Even when slightly aggrivated, he tends to rant and rave.
Positive Traits:
**Gadget: This isn't so much a single gadget....it's a handful of them. You see, Epirg always has some sort of trick up his sleeve....and it's inevitably one of his chemical concoctions. These can produce various effects, which are left to the Narrator's imagination as needed.
**Millionaire: Epirg never, ever has to worry about cash flow!
Roleplaying Notes:
Francis Epirg is a kook. A dangerous kook, but a kook none the less! He is an eccentric millionaire who uses his vast resources to assist him in his strange experiments. Epirg is a high level genius...especially when it comes to science! Unfortunately for him, no one in the scientific community takes him very seriously. This makes him enraged! To prove his scientific merit, Epirg has turned to crime, putting to use his various chemical concoctions. All in all, he is not a pleasant fellow. He yells, he screams and he throws tantrums when things don't go his way.

Roleplaying Notes:
Lonnie is a small to medium-time fense who tries to act really aggressive within his own domain, but once taken outside of it (for example, if the coppers take him from his store to the station for questioning), he flounders (pun intended). Lonnie runs an English fish and chips store that he uses as a front for his illegal activities. He is an Englishman from the slums of London.

**Head of Organization: Little Face Finny has a capable network at his disposal, including hit-men and goons.
Roleplaying Notes:
Little Face Finny is an unscrupulous gangster. From punching a bicycle-riding kid to setting his own henchman's suit on fire....if it suits his needs or whims, then he'll do it. Finny isn't a very physical person....in fact, he usually sends his men to do his dirty work whenever possible.

**Dark Secret: Madame is widely considered to be creme de le creme of society. If her peers ever became wise to her underworld dealings, her social position would be halted.
Positive Traits:
**Head of Organization: Madame M. Bernie operates a profitable cocaine ring.
**Cultured: As she is a high socirty muckety muck, Madame knows all the ins and outs of culture.
**Millionaire: Due to her wise investments and her two illicit businesses, Madame wants for nothing.
Roleplaying Notes:
Madame M. Bernie is a heavy set high society Matriarch who hides a dark secret from her posh, elegant friends. She secretly runs a large cocaine ring in the city and heads a brothel, taking her "madame" title quite literally. To a person's face, Madame comes off line a friendly middle-aged motherly type. But once your back is turned, her true colors show through. She's a back stabbing, greedy manipulator who can out-scheme practically anyone.
The Mole

**Dark Secret: Mole's subterranean hide-out is very crucial to his well being. If it is discovered, everything will fall apart for him and his operation.
Positive Traits:
**Rich: Mole has made quite a fortune with his counterfeitting schemes. He keeps it in his underground lair.
**Minor Special Ability: The Mole has extraordinary tendon strength in his hands. This can be used in numerous ways, but is most often used to strangle his enemies to death. Once clenched onto something, his hands are nearly impossible to detatch. When he uses his hands, Mole is considered to have the Vigor skill at Rating 5!! Plus, if he uses his strangle attack and actually wounds the opponent, roll a d6. If a 5 or 6 comes up, the victim is either dead or dying (Narrator's choice).
Roleplaying Notes:
Mole is a reclusive man who will do absolutely anything to preserve his safety, including booby trapping areas of his underground lair. He is bitter, mean natured and somewhat diabolical. In any case, Mole will stop at nothing to keep his fortune, no matter who he must kill or betray. Mole always talks in third person ("Mole will crush you with his bare hands")
Pat Patton

Roleplaying Notes:
Pat Patton is a level headed fellow with an incredible sense of fair play. He usually plays second-fiddle to the more renowned Dick Tracy, but Pat is definitely credible by his own merit. He is possibly the most dependable guy on the force. Pat tends to think with a clear head and is a team player. In the late 1940's, Pat becomes Police Chief, but these stats reflect his days as Tracy's assistant.

Roleplaying Notes:
Sam Catchem is a breezy, relaxed kind of guy who is good at getting the job done. He may be something of a kidder and a talker, but when it comes time to get busy, he jumps right in and gets intensely serious. Before becoming a detective, Sam was a dentist, lawyer and owner of a delicatessen. But his true calling is as a detective....and as such, he and Tracy make a hell of a duo.
Shakey

Negative Traits:
**Quirk: Shakey lives up to his name---he suffers from constant tremors, though this doesn't effect his hand-eye coordination abilities in the least.
Positive Traits:
**Gadget: Shakey utilizes an amnesia inducing drug to dupe innocent people into helping him. The effects of the drug is temporary.
**Nerve Tonic: Shakey has a nerve tonic that can cause lack of consciousness in large doses.
Roleplaying Notes:
Shakey is a con man looking for the ever-elusive easy buck, often dreaming up extortion schemes to meet this goal. Whenever his schemes fall apart, he becomes quite revenge-minded. Shakey suffers from generalized tremors, although his fine motor skills are excellent as he shoots at dimes for target practice, threads needles with ease and his hobby is building ships in bottles. He doesn't operate with a large "gang", but does have a couple of goons as assistants. Shakey is also friends with Itchy Oliver.
Vitamin Flintheart

**Old: While Gould never stated Vitamin's true age, it's quite obvious he's no Spring chicken!
Positive Traits:
**Cultured: Vitamin seems very comfortable with all things culture.
**High Contact: Mr. Flintheart knows Dick Tracy (& most of the others around Police HQ) quite well.
Roleplaying Notes:
Vitamin Flintheart is an ex-actor who is constantly thinking he is suffering from some kind of illness, ailment or disease. To "combat" these, Vitamin is in a near-perpetual state of pill-popping. In any case, Vitamin thinks of himself as a great Thespian and is remarkably charming, if a bit given to whimsy at times.
Zigzag (o)

**Quirk: Zigzag always paints "zig zag" designs on a wall in any place he steals from. This is his "calling card".

Roleplaying Notes:
No one knows a whole lot about the burglar known as Zigzag. He never leaves finger prints and is always emaculately careful not to leave traces of his crimes (except for his "calling card"). Whenever he gets caught in the act (a rare occasion indeed), his face lights up with glee as he flees the area, prompting an intricate cat and mouse game. It's fun for him apparently. Zigzag comes off like a dashing true gentleman, despite his criminal activities.
